At Admire Immigration Services, we are dedicated to keeping families informed about the latest developments in Canadian immigration. The Parents and Grandparents Program (PGP) is one of the most sought-after immigration pathways for Canadian citizens and permanent residents who wish to sponsor their parents and grandparents for permanent residency. As of March 7, 2025, Immigration, Refugees, and Citizenship Canada (IRCC) has provided new updates on the 2025 intake process.

What is the Parents and Grandparents Program (PGP)?
The Parents and Grandparents Program (PGP) allows eligible Canadian citizens and permanent residents to sponsor their parents and grandparents for permanent residency. Once approved, sponsored parents and grandparents receive permanent resident (PR) status, with access to healthcare and other social benefits, and can eventually apply for Canadian citizenship.
Key Updates for the 2025 PGP Program
1. Invitation-Based System Continues
For 2025, IRCC will continue using an invitation-based system, where applicants are selected from the 2020 interest-to-sponsor pool. This means:
No new applications will be accepted for the interest-to-sponsor form in 2025.
Only those who submitted an interest-to-sponsor form in 2020 and are invited by IRCC will be eligible to apply.
Selected applicants will receive an invitation to apply (ITA) via email.
2. Number of Invitations to Be Issued
IRCC will issue 10,000 invitations to potential sponsors in 2025.
If you submitted an interest-to-sponsor form in 2020 but haven’t received an ITA in previous years, you may still have a chance this year.
3. Increased Minimum Income Requirement
Sponsors must meet the Minimum Necessary Income (MNI) requirements based on their household size. Changes in 2025 include:
Higher income thresholds due to inflation and cost-of-living adjustments.
Sponsors must provide proof of income for the last three taxation years (2022, 2023, and 2024).
Only income sources such as tax returns from the Canada Revenue Agency (CRA) will be accepted as proof.
4. Sponsorship Undertaking Period
The financial responsibility period remains:
20 years for sponsors in most provinces.
10 years for sponsors in Quebec.
During this period, sponsors must financially support their parents or grandparents and ensure they do not rely on social assistance.
5. Alternative: Super Visa Option
For those who are not selected for the PGP program, the Super Visa remains an alternative:
Allows parents and grandparents to stay in Canada for up to 5 years per visit, with multiple entries valid for up to 10 years.
Does not provide PR status but offers long-term visit options with private health insurance coverage.
Who is Eligible to Sponsor?
To qualify as a sponsor for the 2025 PGP program, you must:
Be a Canadian citizen or permanent resident.
Be 18 years or older.
Reside in Canada.
Meet the Minimum Necessary Income (MNI) for the past three years.
Sign an undertaking agreement to financially support the sponsored relatives.
How to Apply?
Check your email: If you submitted an interest-to-sponsor form in 2020, monitor your email for an Invitation to Apply (ITA).
Submit your application: If invited, you must complete and submit the full sponsorship application within the deadline specified by IRCC.
Provide financial proof: Submit tax documents and proof of income from CRA.
Medical and background checks: The sponsored parents or grandparents must complete medical exams and security clearances.
Conclusion
The Parents and Grandparents Program (PGP) 2025 provides an opportunity for families to reunite in Canada, but the invitation-based process means that not all applicants will be selected. If you’re looking for alternative options, the Super Visa may be a great solution for long-term visits.
